Setup Google Alerts for your brand. Lots of people talk about your brand without linking back to you. You can contact them and get a backlink for free (if you want it.)
Google doesn't only want top-tier backlinks, it also needs low-tier backlinks so it doesn't look like you're spamming. There is such a thing as being too perfect.
I know one world-class SEO telling a story about how a brand started ranking once they added a few low-tier links. Before they hired an expert SEO freelancer, they did all the top-tier backlinking and Google caught onto it. So the freelancers job was just to get low-tier links.
